The special education program in Liberty County is a child-centered educational process designed to address individual students' needs. Liberty County Co-op has been in existence for 31 years to serve children with special needs. Districts that are members of the cooperative are Cleveland Independent School District, Devers Independent School District, Hardin Independent School District, Hull-Daisetta Independent School District, Liberty Independent School District, and Tarkington Independent School District.  These member districts have entered into a written agreements to jointly govern the special education services in Liberty County.  The superintendents' of each school district serve on the governing board for the cooperative. The purpose of the shared service arrangement is to effectively provide special education services to children of Liberty County and bring about a better understanding of special education programs.
